NOTICE OF PUBLIC HEARING

2024-0278

NOTICE IS HEREBY GIVEN, that a public hearing will be held before the Metropolitan King County Council on the 15th day of October, 2024, at 1:30 p.m. to consider adoption of Proposed Ordinance 2024-0278, an ordinance relating to the imposition of a natural resource conservation rate and charge in the King Conservation District and authorizing the executive to enter into an interlocal agreement between King County and the King Conservation District. The public hearing will be held at the King County Courthouse, 516 3rd Avenue, Room 1001, Seattle; remote public testimony on Zoom will also be accepted. Written public testimony will be accepted from 9 a.m. on October 1 through 10 a.m. on October 15, 2024, by sending such public testimony to clerk.council@kingcounty.gov. Please include the legislation number and related agenda item in the subject line. SUMMARY

King County is proposing this ordinance to:

  • Authorize the King County Executive to enter into an interlocal agreement with the King Conservation District. The proposed ordinance would also impose natural resource conservation rates and charges for the King Conservation District effective January 1, 2025, through December 31, 2029 on each parcel of real property within the King Conservation District.
  • The proposed rates and charges effective January 1, 2025 through December 31, 2025 are as follows: agricultural lands, $13.31 per parcel per year; residential lands, $13.03 per parcel per year; institutional or public lands, $13.06 per parcel year; commercial lands, $12.56 per parcel per year; open space lands, $12.55 per parcel per year; vacant or undeveloped lands, $12.40 per parcel per year; and forested lands, $0 per parcel per year.
  • The proposed rates and charges effective January 1, 2026 through December 31, 2026 are as follows: agricultural lands, $13.66 per parcel per year; residential lands, $13.37 per parcel per year; institutional or public lands, $13.40 per parcel year; commercial lands, $12.89 per parcel per year; open space lands, $12.88 per parcel per year; vacant or undeveloped lands, $12.72 per parcel per year; and forested lands, $0 per parcel per year.
  • The proposed rates and charges effective January 1, 2027 through December 31, 2027 are as follows: agricultural lands, $14.02 per parcel per year; residential lands, $13.72 per parcel per year; institutional or public lands, $13.75 per parcel year; commercial lands, $13.23 per parcel per year; open space lands, $13.21 per parcel per year; vacant or undeveloped lands, $13.05 per parcel per year; and forested lands, $0 per parcel per year.
  • The proposed rates and charges effective January 1, 2028 through December 31, 2028 are as follows: agricultural lands, $14.38 per parcel per year; residential lands, $14.08 per parcel per year; institutional or public lands, $14.11 per parcel year; commercial lands, $13.57 per parcel per year; open space lands, $13.55 per parcel per year; vacant or undeveloped lands, $13.39 per parcel per year; and forested lands, $0 per parcel per year.
  • The proposed rates and charges effective January 1, 2029 through December 31, 2029 are as follows: agricultural lands, $14.75 per parcel per year; residential lands, $14.45 per parcel per year; institutional or public lands, $14.48 per parcel year; commercial lands, $13.92 per parcel per year; open space lands, $13.90 per parcel per year; vacant or undeveloped lands, $13.74 per parcel per year; and forested lands, $0 per parcel per year.
  • The following lands are exempted from the charges and fees imposed by Proposed Ordinance 2024-0278: lands owned by the federal government; lands owned by federally recognized Native American tribes or lands owned by members of such tribes that are located within the historical boundaries of a reservation.
  • The proposed ordinance provides that the use of revenues from the system of rates and charges would implement a proposed program of work and budget. The proposed program of work and budget are part of Proposed Ordinance 2024-0278.

Final Action:

Prior to final action, Councilmembers may offer amendments for consideration by the Council. Persons wishing to testify on the Proposed Ordinance should attend the public hearing in person or remotely on October 15th, 2024, or provide testimony in writing prior to the hearing.
